Joseph Michael Downey

J. Michael Downey, age 70, passed away on August 11, 2024. He was born in Providence, RI on March 19, 1954, to the late James J. Downey, Jr. and Patricia E. Downey. A devoted son, husband, father, grandfather, and respected leader, Michael's legacy is one of commitment to both his family and his work.


Michael leaves behind the love of his life, Claudette, whom he met in the 8th grade and they have been inseparable ever since they began dating at 16 years old. Married on April 12, 1975, their nearly five-decade-long partnership was a testament to their enduring love and commitment to one another. Together, they raised three children: Corey, Faith, and Michael, who continue to carry forward his values of hard work and dedication. He also shared close bonds with his two daughters-in-law, Megan and Marissa, and son-in-law, Manuel, who were all very dear to him.


Michael was a beloved grandfather to nine grandchildren: Grace, Camden, Mason, Lily, Connor, Brennen, Leonora, Warren, and Nolan J. Michael. He cherished every moment he spent with them, sharing his wisdom, humor, and love. Michael’s greatest pride and joy was his family.


He is survived by siblings, James and Patricia, and predeceased by John and Patience.


Michael proudly graduated from LaSalle Academy in 1972 and went on to earn his Masters Plumbing License through a 5 year apprenticeship program.


Michael worked as a plumber at the University of Rhode Island for 37 years, during which time he found his true calling as a union leader. He quickly became President of Local 528, the largest local in AFSCME Council 94, representing workers at URI. He proudly served as the President of AFSCME Council 94 from 2005 until his passing, advocating tirelessly for the rights and well-being of over 10,000 employees across Rhode Island. His leadership extended to his role as Chief Plumbing Investigator for the State of Rhode Island, where he ensured the safety and standards of the trade he loved.


Michael served on several boards and committees throughout the years including the University of Rhode Island’s Affirmative Action Committee, RI AFL-CIO Executive Board, RI State Retirement Board, RI Institute of Labor Studies, and the Veteran’s Memorial Museum in Woonsocket.


In addition, Michael was also active in his own community. He was a member of the Charlestown Town Council, Chairman of the Tax Assessment Review Board, an assistant in St Mary’s/St. James religious education program, and he enjoyed his time coaching youth sports with his children.


Michael was also a dedicated sports fan cheering on his beloved Celtics, Red Sox, and Patriots. He could also be found regularly at the sporting events of his grandkids. He was a fixture at many of the local Charlestown coffee shops and enjoyed quiet moments at the Breachway.


His legacy will live on in the hearts of those who knew him and in the many lives he touched.


Family and friends are invited to pay their respects at his Mass of Christian Burial on Monday, August 19, 2024, at 10:00 a.m. in Christ the King Church, 180 Old North Road, Kingston, RI. The Mass will be live streamed at https://www.youtube.com/live/t4gmOzThKvg for family and friends who live at a distance or for anyone who prefers to attend virtually.


In lieu of flowers, the family requests donations be made to the Giovanni Folcarelli Memorial Scholarship Fund, through AFSCME Council 94, 1179 Charles Street, North Providence, RI 02904.
